Our Team
William “Bill” Frey serves as the Director of the Champaign County Emergency Management Agency – Office of Homeland Security, bringing decades of public safety, leadership, and operational experience to the agency. Since joining Champaign County EMA in February 2024, Bill has led the agency’s strategic direction, overseeing fiscal management, administrative operations, and program coordination while strengthening partnerships across the county and region.
A U.S. Army veteran, Bill served from 1986 to 1989 as a Combat Medic with the 44th Medical Brigade at Fort Bragg, North Carolina. Following his military service, he returned to Ohio and began a distinguished career with the Sidney Fire Department in December 1990.
Throughout his fire service career, Bill served in a wide range of specialized and leadership roles, including fire and protocol instructor, rope rescue team member, Hazardous Materials (HazMat) team member, fire investigator, honor guard member, and auto extrication core group participant. His dedication and professionalism led to his promotion to Lieutenant, a rank he held until his retirement in 2016.
Continuing his commitment to public safety, Bill served as the Miami County HazMat Coordinator from October 2020 through December 2023, where he was responsible for hazardous materials planning, coordination, and response support across the county.
As Director of Champaign County EMA, Bill plays a critical role in guiding countywide emergency management efforts, ensuring operational readiness, and aligning resources to support mitigation, preparedness, response, and recovery initiatives. He remains actively involved in program coordination and interagency collaboration, working closely with local, state, and federal partners to enhance capabilities and build a more resilient Champaign County.
Bill is committed to fostering strong relationships, supporting those on the front lines, and ensuring the community is prepared to meet any challenge.
Cody Stanley serves as the Deputy Director of the Champaign County Emergency Management Agency – Office of Homeland Security. A lifelong Champaign County resident, he began his public safety career at age 15 as a fire cadet while completing fire academy training during high school.
He has a diverse background in fire service and emergency communications, having served since 2013 with area fire departments and public safety agencies in a variety of operational and leadership roles, including Logistics Lieutenant, Shift Officer, Training Officer, Shift Supervisor, and Safety Officer. He currently serves as a Firefighter/EMT with a county fire agency.
Cody also served as a dispatcher for the Clark County Sheriff’s Office and later with the Champaign Countywide Communications Center from 2016 to 2021.
He holds certifications as a Firefighter/EMT, Fire and Life Safety Inspector, and Public Information Officer, with technical rescue experience in public safety SCUBA operations and swift water rescue.
In his role as Deputy Director, Cody supports countywide emergency management operations including preparedness, planning, response, recovery, and field operations. He also provides logistics support for the Emergency Management Agency and plays a key role in coordinating and managing the county’s volunteer program, ensuring effective integration of trained volunteers into emergency response and support functions. Additionally, he serves as Program Coordinator for Champaign County’s Stop the Bleed initiative and supports multiple community outreach and public education programs focused on strengthening countywide resilience.
